Summary0000259: Scrolling the Viewer with keys doesn't work correctly
Description

When using the cursor keys to pan around the image viewer, it seems to scroll in the correct direction for one "increment" and then it seems to scroll back in the opposite direction for some reason.

While determining the cause of this issue, maybe integrate the scrolling functionality directly into the PictureBoxEx control rather than the viewer form that hosts it.
