Summary0000426: Add configurable Instrumentation interval
Description

All instrumentation is performed on a one-second interval, no matter what. Add a setting to the Settings window so it can be changed to another value.

Ideally, this would be configurable on a per-device basis, due to the implementation of the instrumentation it cannot be done this way.

Also enabled/added an Update Rate item to the main window's instrumentation panel that provides a shortcut to quickly setting the update rate.
