Summary0000419: Notify user if (outdated) license cannot be loaded
Description

I'm fairly sure I added this feature to FileSieve but forgot to add it to WoLEX.

Currently, WoLEX will silently ignore a license that fails to load and will run in Free Edition mode. This is confusing if the user has a license but WoLEX won't load it due to breaking, internal changes. WoLEX should display a window with information on what happened and how it can be fixed.

Well... this didn't work.

There's now been a reworking of how this whole system works: it's much more integrated into the BiQubic Framework.
