Summary0000463: Reduce opacity of Filter icons
Description

I really don't like how the icons within the Filters list stand-out, so reduce their opacity.

Add a setting to Settings - Tweets to make it an option; on be default will reduce the opacity to 55%. There's an advanced setting called FilterIconOpacity to override the opacity value.

Due to Twitter Delitter only keeping one copy of the Filter images in its executable and in-memory (to reduce resource usage), a restart is required if this setting is changed.

Due to feedback, the default is now to look like they did in older versions as they could give a false impression that the checkboxes are disabled.
