Summary0000511: Issues with user-settable UI colour
Description

Using Settings - Interface - Override Accent Colour doesn't seem to apply the colour until WoLEX is restarted, and even then the colour doesn't look like it's being applied to the main window's toolbar.

The colour picker seems to be allowing transparent colour values to be picked; disabled.

Hovering over or selecting a colour within the colour picker now shows its effects in realtime. No idea what it didn't originally; fairly sure it did in FileSieve, at least.

The colour override stuff within Settings works much better, but the main window's toolbar isn't using the custom colour when WoLEX starts up - but it is using it during the colour override picking process. I can only assume a regression caused the whole thing to effectively become useless otherwise I must've been offa me bonce on Vimto for shipping it in this condition.

Took a bit of work on both the WoLEX and the framework side, but accent colour customisation seems to work now.
