Summary0000322: Add a Author Mode
Description

The Author Mode (or a better name for it) should make authoring-centric controls available on any applicable toolbars within the UI; such as the Database Editor on the Comics toolbar. This is to make discovery easier and to save clicks such as having to right-click on a comic and navigate through the menus to find the Database Editor (for example).
